notifications of taking meds at a certain time? Also are there any good waches out there that you can set the watch to beep at a certain time?..."
Sure you can set your Outlook for times and it will pop up to remind you. All you would have to do is create an Appointment as a Regular Occurrence in Outlook. Then a reminder pops up 15 minutes before the scheduled time. This would work well.
As for a recommended watch, I really can't say since models change, however, I am wondering if you make an appointment with one of the CNIB Rehab people and tell them what you are looking for, they may bring out some models to help you decide. Worth asking isn't it?

Is there a GPS system that is useful for the Blind or Visually Impaired?
A new system has been launced that is specific to helping those find their way! The Trekker can not only help users find out where they are, but can help them get to specific locations anywhere in the world. It fits in the palm of the hand, and is an added feature to mobility aids such as the guide dog or cane. It allows one to also record both vocal and written braille notes. Maps can be kept on disk, or Compact Flash™ cards and as well dowloaded from (ftp) internet. The system is met specifications so it can expand to accommodate new hardware platforms and more detailed geographic information as the information technology grows.
